Why the Windsor Framework is Failing to Protect Veterinary Medicine

Impact of Brexit on veterinary medicines

The influence of Brexit on veterinary medicines within Northern Ireland carries significant implications. The stipulated demands for testing livestock medicines might foster an illicit market within this delicate region. It is imperative to find a resolution concerning veterinary high-risk drugs to prevent the emergence of an underground market in Northern Ireland.

 

Windsor Framework Causes Difficulties for Vet Medicines

Brexit created problems that the EU and the UK cannot solve, but both sides can only manage the issues. The Brexit deal turned to threaten peace in Northern Ireland, so the UK and the EU leaders introduced new arrangements to mitigate the threats—the new format, known as the Windsor framework, meant to address the previous issues. However, the regulatory divergence between the UK and the EU causes difficulties in the supply of veterinary medicines.

 

Northern Ireland Protocol Created Political Crisis 

The Windsor framework was agreed to change the so-called Northern Ireland protocol. The protocol had soured UK-EU relations and plunged the region into a political crisis. The previous arrangements had put economic burdens on different sectors inside Northern Ireland. Customs paperwork of the protocol caused trade obstacles for businesses in Northern Ireland. Yet, new post-Brexit trading arrangements could take effect soon and create more trouble than the previous arrangements.

 

Impact of Brexit on Veterinary Medicine Is Inevitable 

The Windsor framework is a good development that has solved some previous problems. However, Northern Ireland still needs to have some unsolved trade issues. The new Brexit arrangements could lead to losing half of Northern Ireland’s veterinary medicines. There is no agreement about permanent supply arrangements, so there could be a black market for veterinary drugs. The impact of Brexit on veterinary medicines is considerable because it could bring about political turmoil in Northern Ireland.

 

Brexit Changed Trade Rules in the Region 

In the past, the Northern Ireland protocol played a role in the unsettled political climate of the area. The economic relationship between Northern Ireland and the EU following Brexit has sparked discontent among various political factions. Before the Brexit agreement, trade between Northern Ireland and the Republic of Ireland flowed without complications. However, with the conclusion of 2020, the UK exited the EU single market and customs union, necessitating adjustments to trade regulations between the two entities.

 

Windsor Framework Could Prolong Political Stalemate 

Since 2020, the Trade and Cooperation Agreement has governed trade between the UK and the EU. After Brexit, Northern Ireland remained in the EU’s single market and customs union. However, the protocol, which meant to avoid a hard border on the island of Ireland, created an invisible border in the Irish Sea, leading to a political stalemate. Unfortunately, the impact of Brexit on veterinary medicines could prolong the political deadlock. The Democratic Unionist Party opposed the post-Brexit trade arrangements and blocked the power-sharing executive.

 

Unionists Fear Trade Regulations Threaten Peace Process

The DUP has also disagreed with the new trade arrangements between the UK and the EU. The Unionist Party demands rules that preserve the peace process in the region. Northern Ireland remains inside the EU’s customs rules, so goods coming into Northern Ireland from Great Britain must undergo paperwork to show they comply with the EU regulations. That has frightened DUP because nationalists could make it a pretext to lean towards the Republic of Ireland.

 

UK Must Avoid Resentment in Northern Ireland

The unionists believed the Northern Ireland Protocol was threatening the integrity of the UK and the 1998 Good Friday Agreement. The Windsor framework, therefore, came to address the unionists’ concerns, but it created new dissatisfaction. The framework requires the manufacturers of veterinary medicines to get their products batch-tested in the EU before selling in Northern Ireland. The same problem was for hospital and pharmacy medicine under the Northern Ireland protocol, which was later solved.

 

A New NI Protocol Is Not Acceptable

The UK and the EU must also find a permanent solution for the veterinary medicines availability. Otherwise, Northern Ireland will lose access to half of the veterinary medicines it currently receives. The Windsor framework addressed some of the issues in the Northern Ireland protocol, but some of its arrangements are highly complex. The framework swept most of the paperwork and sea checks for goods sold only in Northern Ireland. But there remain issues with the movement of livestock between Northern Ireland and Great Britain.

 

Coexistence of Communities Is Key to Peace 

A solution is needed to control the impact of Brexit on veterinary medicines availability in Northern Ireland. The UK government needs to lay down new arrangements to preserve the coexistence of communities in Northern Ireland to avoid the risk of an Irish referendum. Brexit limits cooperation on the border between Northern Ireland and the Republic of Ireland. Consequently, the nationalist in the north would push for union with the republic and threaten the union of the UK.

 

EU Should Cooperate to Ease Regulations 

A change to the EU law could allow products in Great Britain to be used in Northern Ireland. A new rule could allow the supply of medicines in line with the EU regulations before Brexit. Using the same rule for new products authorised to comply with EU rules is helpful. Any law that significantly impacts the everyday lives of the people in Northern Ireland is considerable.

 

Brexit Rows Threatens Good Friday Agreement

Decades of conflict led to Ireland achieving independence in 1921, while Northern Ireland continued to be governed by Britain. From the 1990s onward, the Good Friday Agreement introduced a system of self-governance in Northern Ireland through power-sharing arrangements. The Brexit process underscored the existing divisions between unionists and nationalists in Northern Ireland, raising concerns about its impact on stability. The disputes arising from Brexit can potentially jeopardise the hard-won peace process in the area. If these divisions persist, the possibility of endangering peace cannot be dismissed.

 

A Better Solution Preserves Livestock Health 

The United Kingdom and the European Union engaged in negotiations aimed at resolving pre-existing issues, culminating in the agreement known as the Windsor framework. While numerous challenges have found favourable resolutions, the matter of veterinary medicine still needs to be solved in the long term—the repercussions of Brexit on veterinary medicines cast uncertainty on the sustained availability of these resources. The continuation of existing protocols until 2025 will impact Northern Ireland’s animal health sector. It is imperative to assist in livestock well-being while striving for an optimal resolution concerning veterinary medicines.
